Clarence, you can get flexible polyurethane foam in liquid form (2 parts that you mix together). Once mixed, they become activated and foam to expand 10x in volume.
You're right Ben, I've worked with this stuff on small projects - polyurethane is great for casting stuff, but it does produce toxic fumes, so I always do my pours in an open well ventilated garage or outside. The fumes themselves are very light and don't smell toxic, but they are. Sadly if you didn't know that, then breathing them in would seem like no big deal. I hope these workers are okay in the long run.

Raw materials for PUR foam are typical: Isocyate, polyol and a catalyst (en.wikipedia.org/wiki/Polyurethane). Suppliers: Huntsman, BASF, DOW and probably many more. Polyurethane doesn't melt at all. Once it hardens there's no way to make it liquid again. Heating it up will just burn it above a certain temperature.
