It's the power of money in our country. Large donors (even though they are a minority of the citizenry) weld a lot of power. Unfortunately, the USA citizenry, by & large, is lazy. It's too much to ask a person to register to vote, research a candidate (their prior voting stats- which are available to the public, their business dealings, their personal interactions, etc.), vote, & then monitor the actions of the person who won. For example: Senator, Reverend Raphael Warnock. He had no voting record but he sure has a past of interpersonal relationships & dealings to judge his character. Now that he has held an elected office, we have his voting record to base our decision upon; did he do his job in a manner that was of benefit to Georgians. It's that simple but it does take time on our part to research a candidate's true motives. Also, you'd be surprised how few States have impeachment laws for elected officials. Even in the Federal Government, it is really difficult to impeach anyone in the 3 Branches of our government.
