I used to work at Prime Television during the analogue/digital conversion. I had to record the ads to the mainframe, and part of the process was to ensure that the aspect ratio was correct
I worked at a real estate rental company at the time. I noticed a note against one of the properties: "Tenant rang to ask when the analog TV signals will be switched off. Tenant advised they do not own a TV. I advised the tenant since they do not own a TV, this will not affect them".
1:18 If the PS2 was a PS3 then I would come up with a theory that they where using a Sony PlayTV which is a little box to turn a PS3 into a Freeview Digital TV and they didn't know that you could record stuff to the PS3's Hard Drive or just wanted it on tape for whatever reason.
It actually seems like the program was shown in 14:9 instead of 16:9 on as there isn't as much letterboxing as would be on 16:9, 14:9 was made to show more content then 4:3 but less bordering when made to fit on a 4:3 screen, The biggest supporter ironically being the BBC and I know that Austar Pay TV boxes had "4:3 Postcard" which is 14:9.
I had an old 1979 TV that lasted until you needed a set top box. still played GTA san andreas on it until then. even recorded a VHS tape of me playing GTA... hey, where did that tape go?
It's kinda funny how nowadays, we still have the SD channels alongside the HD ones, but no 4K ones on free to air... You'd think the broadcasters would be starting to use 4K equipment already, but who knows. Still tho, fantastic video! I actually run a VHS previews channel myself called PreviewHouse and yeah, you don't want to get your aspects all mixed up, especially when your capture device wants to capture the footage in wide-screen so you have to go back and fix it in editing... The joys.
4K requires a heap more bandwidth than 1080i, so there are probably technical limitations with being able to push this out over the air and have it decoded reliably on a normal antenna 20kms from the transmitter.
In Sydney in 2008 they were still airing ads with 1.85 :1 letterbox bars in a 4:3 frame, to make them look "cinematic", so on digital, you'd just get this massive border around the ad. Just made the company look like clueless boomers... oh wait that wasn't the aspect ratio 😅

It makes them suit vertical viewing on phones better.

Yeah they could at least broadcast "I'm a celebrity get me out of here" in 4K, I'm not satisfied with watching them eat testicles in HD.
