Hello, this happens. Try to exercise your beagle more. Taking him out for long walks twice a day and make him run for 10 to 20 minutes. Change his feeding schedule too. Feed him in the evening and take him on a long walk (3 hours after feeding). By the time he is home, he will be tired and sleep.
Crate training and adequate play time should result in a sleepy, happy beagle. Is mom being the one responsible for your dog at 4 am? Maybe mom needs her sleep. Definitely try crate training. Ours love theirs and will sleep comfortably all night.
