Cut a smaller 2" x 2" or so size sandpaper piece. You''ll find it works a lot easier than handling the big piece of sandpaper folded like you are doing. It also helps prevent sanding of area outside the line.
Good video for applying non critical components to an inflatable boat. UA-cam needed this instructional video. But, hydro force boats are PVC and so are the Scotty mounts.

Anytime. I definitely wasn't suggesting not to use the 2 part glue. My apologies if that's how it came across. I always use 2 part glue for PVC to PVC. Keep up the lengthy videos!
