Is this true?
That is correct. When deciding between which hand to use, outside is usually better for endurace and consistency since pushing takes less force than pulling. So you can do it for longer and be a bit more consistent. However, we have two hands for a reason. Using both is ideal.

So you want to tell that on more grippy conditions you should turn you steering wheel more, on a greater angle?

I have also heard that the best way is to steer with the outside hand on the corners. Guess whatever works for you!
