Speaking of the Truth Commision, I remember the Jackal wasn't the one that introduced them. It was someone called the commandant. If I remember correctly, he gave some long winded promo about agreeing with Bret Harts values before introducing the Truth Commision.
Clarence Mason was very memorable for me, he used to manage Owen Hart and Davey Boy Smith when they were tag team champions and then later joined the Nation of Domination, I don't understand how anyone who watched back then wouldn't remember him. The others are completely forgettable though.
Dino Bravo had a pretty good win/loss record in 1988 when Frenchy Martin managed him. Also I thought Clarence Mason and Tennessee Lee cur some really good promos in their runs and I really liked them. Also, even though Johnny Polo wasn't a great gimmick, I think the performer within the character shined through and he was still pretty entertaining with it. I'd say he complimented the Quebecers as they were all goofy characters.
The Wizard was King Curtis, and worked as a manager during Sullivan's infamous run in Florida. Might be a bit before your time, but actually did make a good sized impact back in the day.

I'm pretty sure most people here remember most if not all of these. Also, The Wizard is King Curtis, a legendary wrestler whose career goes back to the early 60's. He may have been past his prime, but he deserves a bit more respect than he was shown in this video.
Frenchy Martin was wrestling under that moniker in Québec and the Maritimes long before the WWF got him. Also, Hakushi's gimmick was lifted from Kaidan (Kwaidan), a rather famous arthouse features inspired by old Japanese folk tales.
Some more that I can think of: Cherry, manager of Deuce and Domino Whoever the hell that guy was that managed the Prime Time Players when they debuted. The guy that was with Tensai.
I remember a lot of those and also get the feeling W.C. doesn't remember their history. Oliver Humperdink was actually pretty good. Sure, the character itself was weird but that _totally_ lived up to what came before it: "The fight for Bam Bam". All the managers of the WWF wanted to sign Bam Bam and in the end none got him, instead we got Humperdink. That made the whole thing so funny and good: he totally stood out from the rest _because_ he was hardly as good. This worked great because him being what he was also got him plenty of heat from the other managers who got upset that they were passed by some "orange Irish troll". Frenchy Martin was also a decent heel trainer. He certainly had the weird persona for it and it matched. The Wizard was perfect together with Kamala. That was totally great. Yes it was nuts, and outrageous, that's what made it so awesome! I always enjoyed his promos.
The manager in 2017 may be dead in WWE, but they still have a strong role over on Lucha Underground, in a variety of flavours, from serious villains like Catrina and Kobra Moon to the comedy antics of Famous B and the Beautiful Brenda. Prince Puma even had Konnan managing him in season 1, until Mil Muertes murdered him. Catrina is arguably one of the best female managers ever to stand beside the ring- plus hopefully she'll be going 1v1 against Ivelisse at Ultima Lucha Tres this season (assuming Ivelisse can recover from her injury) because Ivelisse is simply sick of Catrina fucking with her.

How about The Baron? He managed the Powers of Pain for a very brief time when the Warlord and the Barbarian first entered the then WWF. The Baron was used as a face manager and gave horrible promos wearing a hooded ring robe over his head, while giving gravel voiced promos that made zero sense. He was dropped some time before Survivor Series 1988, they then turned heel with Mr. Fuji as their new manager. Also Frency Martin used to cut promos in French, which in 1987 was pure heel heat.
