മാനന്തവാടി ബ്ലോക്കിൽ പെട്ട ഒരു ഗ്രാമപഞ്ചായത്ത് ആണ്‌ തിരുനെല്ലി. ഗ്രാമപഞ്ചായത്തിന്റെ വിസ്തീർണം 201.16 ചതുരശ്രകിലോമീറ്ററാണ്‌. അതിരുകൾ വടക്ക് കർണ്ണാടകം, തെക്ക് മാനന്തവാടി പഞ്ചായത്ത്, കിഴക്ക് കർണ്ണാടകം, പുൽപ്പള്ളി പഞ്ചായത്ത്, പടിഞ്ഞാറ് മാനന്തവാടി പഞ്ചായത്ത് എന്നിവയാണ്.
ഉണ്ണിയച്ചിചരിതത്തിലും ബ്രഹ്മപുരാണത്തിലും പരാമർശിക്കപ്പെട്ടിട്ടുള്ള ഈ ഗ്രാമത്തിലാണ്‌ പ്രസിദ്ധമായ തിരുനെല്ലി ക്ഷേത്രം, ബാവലി മഖാം എന്നിവ സ്ഥിതി ചെയ്യുന്നത്. ഒരുകാലത്ത് നക്സൽ പ്രവർത്തനങ്ങൾ സജീവമായിരുന്ന ഈ ഗ്രാമം വർഗ്ഗീസിന്റെ വിപ്ലവ രാഷ്ട്രീയ പ്രവർത്തനങ്ങൾക്ക് പ്രസിദ്ധമാണ്‌. പിന്നീട് വർഗ്ഗീസ് പോലീസിന്റെ വെടിയേറ്റ് മരിച്ചതും ഇവിടെ വെച്ചാണ്‌. പ്രസിദ്ധ നോവലിസ്റ്റായ വത്സല നെല്ല്, ആഗ്നേയം, കൂമൻകൊല്ലി എന്നീ നോവലുകളാൽ ഈ ഗ്രാമത്തെ അനശ്വരമാക്കിയിരിക്കുന്നു.
2001-ലെ സെൻസസ് പ്രകാരം തിരുനെല്ലി ഗ്രാമപഞ്ചായത്തിലെ ജനസംഖ്യ 23529-ഉം സാക്ഷരത 68.65% ഉം ആണ്‌.
