He absolutely gunned it to get there and make the tackle. It was the effort to get to the position that made it a great tackle. Most guys would not work that hard to make a tackle at all.
Other than being too high or too low (and tackling whilst they opponent has possession) are there any other limitations? Can you got at another player like rugby?

If the tackle is legal as Youssef described, there are 3 outcomes 1. Play goes on when the ball spills out legally (ump puts arms up) 2. Play is stopped for a ballup/ruck (think basketball)(ump holds arms to chest) if the ball is trapped for long enough 3. The tackling team gets the ball, called a 'holding the ball' (umps lean down and cross arms beneath them) Holding the ball happens if the tackled player takes on the tackler and fails, either by having the ball trapped to them, them failing to legally dispose of the ball (such as when they miss a kick while being touched) and is up to the umps decision to decide which option is taken

Nothing above the shoulders, no dangerous swing tackles, no wrapping around the legs knee down causing a trip. Anything else goes
