So, for very brief history for these two games - In spite of being "made" by High-Tech Expressions, this was, in fact, only made by a single guy, Stephen Rozner, who was once an employee at Capcom USA who worked on the first game in his spare time as a hobby. The first Mega Man game was, indeed, just a fan-game; Capcom was apparently aware of this as he was leaving, and actually let him publish this little game of his through High-Tech. And so we got "graced" with Mega Man 1 for the DOS. The "second" game wasn't actually a Mega Man game originally, as Blaze mentioned; it was just called "Bioman" (hence the enemies and settings not fitting at all). Stephen basically worked off his MM1 game engine to make the game. However, when it was finished, he gave it to High-Tech, who basically said "Nah, we want it to be Mega Man, make it Mega Man or we won't publish this", and so he replaced the main character's sprites with Mega Man, made it vaguely Mega Man-ish with some art assets High-Tech apparently provided, and then they published this second trainwreck. And yes, they did just skip the "2" in the title; Mega Man 3 was out at the time, I think.
If this was made in the 80's with music by ONE guy without a company publishing it, I thought it would've been cool... Though both these games are just unforgettable trainwrecks
They made it Mega Man 3 and not 2 because one of the bosses Bit Man (the only one out of the six bosses to not get an adaption as of 2021) resembled Spark Man a boss from the actual Mega Man 3 for NES

Bit Man tends to run toward Mega Man with his head and hands out in front to ram him with the sharp, electric pieces and I think the impact knocks stuff from the ceiling. I don't remember if it does, or if there is even an impact to be had.
Wave Man apparently is given a little bit of extra airtime for some reason. Also yeah Bit Man with the launching, ramming, and he knocks stuff off the ceiling. Everyone else? Jump a couple times, shoot a thing

You know...I actually got introduced to the Mega Man series with this game. In some ways I feel like it's a lot worse than the main series, and in a few ways better: On the worse side, those indestructible turrets and damaging drips are just plain annoying. The level design does make it easy to get stuck or lost. And the boss fights are legitimately the same apart from the character's main attack (I didn't notice that until you pointed it out). And there's no music. On the plus side, there's a much larger variety of enemies you can fight on your way to the boss, and since they don't respawn like the main-series Mega Man games' enemies do, there's a sense of progression in kiting them around and finishing them off, and in learning their specific patterns and weaknesses. Heck, getting the right weapons can help against the enemies even more than it does against the final bosses!
I do think this game isn’t as bad as people make it out to be. Like think about it. The original Mega man 3 had you fighting 8 robot masters, alongside fighting Proto-man in a few stages, then you have to fight all the mega man 2 bosses, only that they’re harder now, then there’s the proto-man re-fight, wily stages and a secret wily stage to top this sundae. It’s too much man, this game at least keeps it simple. I do think this game also has potential. I like the idea of a explorable stage in a mega man game. This game’s landscape is very flawed however. There are no rewards for exploration. I think add some e tanks and other things scattered throughout the stage, as well as changing the bosses to mega man 3 bosses, we may have achieved something. This game is not good, honestly it’s quite bad, but I will admit, some of the ideas don’t seem that bad if done in the right way. Also, I do like the weapons, and they are in my opinion better than the original. I mean, the original had discount metal blade, useless nerfed mega busters, and weapons that don’t frickin work. And this game has actually useful weapons.

I dont care what people say, i love the dos games cause they are very open and give you alot of time on the levels instead of just 1 to 2 minutes on them, sure. The enemies can be very annoying but that adds to the challenge, i love the dos games deeply and i plan to remake all of them in mega man maker.

Bit man’s stage could also have been oil man’s stage or should have been torch man’s stage. Torch man’s stage should have been wave man’s stage and vice versa. This game actually looks pretty good. The levels are large and open. Megaman can swim. There's a good variety of areas to explore. Too bad there's no music and the controls aren't that good. Hopefully Capcom will make a game like this that's improved.
