I came across that completely by accident when i was curious about what papyroos and underwear would say about the guards

Yeah, it's Chara who falls in 201X (explainting why Asriel has a camera), and the actual game takes place a pretty long time afterwards. There had to be major time gaps between the human children falling and Toriel says 'You're the first human to fall here in a long time', or something along those lines.
