Any help would be appreciated. When I follow the steps and first hold the button for 7 seconds, the light stays solid white, goes off for a second, flashes orange twice, and then reverts back to solid white. Cannot get it to start blinking rapidly.
There could be an error or you could be stuck half through one of the modes. You could try resetting the machine first, here's the instructions. ( Reset to factory settings Open the machine head and let the used capsule be ejected. Reset to factory settings. Close the head. Leave the handle in “UNLOCKED” position. Reset to factory settings. Push the button 5 times within 3 seconds. The button blinks 5 x orange and changes than to steady white. )
No joy unfortunately, it did the factory reset ok but still the same issue. Hopefully can get in contact with Nespresso support team. Thanks so much for the info!
I'm not quite sure where you are in the process for it to go wrong. But I would suggest going from the start, but first disconnect the power cord of your Vertuo Next from the outlet for at least 10 seconds. Then when you plug it in don't start the descaling process until your machine is finished switching on and the light becomes steady. Also there is a whole range of Vertuo machines so make sure yours is the "Next" model.
There is an initial descale mode with descaling solution in the tank. Then the second mode with just clean water in the tank, this second mode rinse's the machine ready for use. Which mode are you referring to?
Possibly related to the water tank. If your Vertuo Next machine’s water tank is empty, then the light on top will blink red. The light might also blink if the water tank is not seated properly in the machine.
I am not sure what stage of the process your at, but i found this online : "If your Vertuo Pop or Next machine's water tank is empty, then the light on top will blink red. The light might also blink if the water tank is not seated properly in the machine." Hope it helps!
Also if it is solid red i found this advice: "RED steady light and the machine is NOT running. Turn the machine OFF, unplug the power cord, wait for 15 minutes for the machine to cool down."

My water tank does not completely empty after the cleaning mode. Is that normal and safe? Now I’m scared I’ll drink a toxic coffee 😮

This didn't work for me, unfortunately it's still blinking orange. The rotor is freely rotating so I don't know what else to do.
Have you tried contacting Nespresso support?
