As far as I know. Dont use a rocket launcher. Do what this guy did in the Vid. Aim below the Vent, near the very bottom of the wall, and shot from the right corner to the left by the doorway and book should be were it is in the Vid.

It's the feathered dress. You can pickpocket it from Irma at the memory den in goodneighbour if your skill is at level 4. Dunno how else you can obtain it.

Lol it’s Bethesda, there’s still massive glitches in Skyrim and they’re about to re-release that again!

Yes. If I remember correctly There is a vent you need to shoot at to get book to move.It should be on the floor inside the building in front of you.
