Well, moving someone's luggage without telling the person is not a good practice - it leads to exactly this situation and why people are lining up half an hour in the queue trying to get a good spot for their luggages.

It's a really chaotic and stressful train tour. China has 1.4 billion population with at least 100 million on different transportation rides every day. Railway stations in big cities often see big crowd of passengers. It makes harder to keep everything in order
a lot of the 'rude' manners by western standards is generational I would say. if you been to china pre-2000, the infrastructure was not as built up and organized so if you wanted to go anywhere or do anything, you just had "to just go" and not try to be polite about it because there is just way too many people. just getting a metro ticket was pure chaos back then. the thing is, it wasn't considered 'rude' because everyone had to do it so manners is relative to each culture you can say. another factor is a lot of people you see in cities are not native but migrated from smaller rural areas just for employment. in these cases people just don't have the same level of education so things that are fine in a small village would be considered rude and uncivilized in urban areas. I think most people don't know that just 60-70 years ago, china was one of the bottom 10 poorest countries in the world, by gdp per capita so the legacy of this extreme poverty is still seen in habits today. those around 30ish or younger grew up in a much different china and are more exposed to western culture so you don't see as much of it with them.
