I guess my brain never picked up on it or I subconsciously assumed both happened at some point. Also, I like your theory about Hurley’s voice on the radio transmission, it’s really cool how following a map of their movements (following their footsteps) can help in filling in the gaps. Speaking of maps, it’s gives me so much joy to watch your animated maps…following along with the losties’ adventures is extremely fun.

Jack saw richard in 1977 and he is with Hurley at that moment so it's not far fetched to me that he said it to Hurley a bit before that conversation. Hurley being Hurley he is starting to question him about it because he is curious about it.
I always kind of assumed that Chang was talking about the polar bears being used in experiments at the Orchid, which I remember you talking about in an earlier episode. Maybe at that point he found the concept of time travel ridiculous and thought that there was more important work Dharma was doing elsewhere. Maybe like Radzinsky, he was more interested in harnessing the energy at the Swan site. Unluckily for him, both projects were pretty ridiculous, but still resulted in the destruction of their respective stations, because technically, they both did work, even if someone like Chang thought it was all bs. I definitely think that the cage puzzle at the Hydra was preliminary training for the bears before being transported to the Orchid. But Chang wouldn’t have divulged that information to a low-level cook like Hurley, even while threatening him with polar bear poop. 😂
Do you think that they had a (rough) map of the Island and locations in the writer's room? Or do you think just maintained a couple of key facts about the geography and left it up to Gregg Nations to try to keep the continuity straight. You made me think about this because your proposed polotpoint about the radio tower (and other proposed off screen adventures) are somewhat inspired by the geography. It makes me wonder if at any point the writers were like "and the characters go from A to B; wait, that would put them by C, we should add a scene there!"
We briefly see a "map" in the bonus feature LOST: On Location - There's No Place Like Home, which is pretty laughable since it's just a green square with an Orchid logo, some palm trees and the helicopter, so I don't think the writers were thinking too deep into the geography. More in the broad strokes (lava rock area down the beach, way up north you'll get to the others and it'll take a day to get there and so on). That they went with the intuition. This is far away, this is close by and so on. If anyone, I think that it is like you say, that Gregg Nations might've had a better idea of it and maybe other crew members? Location managers do a lot of consistent work, like remembering to re-use certain filming locations when stuff happen in or around that area. For instance I love that Boone and Locke go through Manoa valley in season 1 to look for Claire, and in the next season we see that the medical station is located in that filming location. That is pretty cool. The VFX team had a very good build of the main island that they kept reusing in season 5 and 6, and it has some shapes from the coast lines in Hawaii, so it seems like they looked at Rousseau's map and made it look pretty convincing. But other than that, I think it's mostly the fans that do the big work here.
