Yes, we do currently still have Guam, and I think much like Puerto Rico it fills most, if not all of the requirements for statehood, and should be turned into one.
@marmyeater It's also partially their choice. When given the option to become independent, stay as a territory, or pursue statehood, all US territories choose to remain as they are.

Such as 500k empty ballots, or one side boycotting the event. Congress has never denied Puerto Rico without reason. Since Puerto Rico voted yes in 2022, it's now up to Congress to establish HOW and WHEN it will happen.
