My first auto mechanics job was in New Jersey and half the day I pumped gas and the other half I helped out in the shop. New Jersey is still as far as I know the only state where you can't pump your own gas. I'll never forget there was this one time where an old man pulled up in a very old car. Can't remember the exact model but it was the type where you had to flip the rear license plate down to take the gas cap off and fill it up. I was heading out of the shop to go help him but saw him go around to the back of the car, squat down, flip the plate down, and was just about to unscrew the gas cap.........WITH A LIT CIGAR IN HIS MOUTH AND HIS HEAD A FOOT AWAY FROM THE GAS CAP!!!!....... I started running towards him yelling "Sir!!!!Stop!!!! I got it!!!".......thank god he did stop before he blew us all up. 🤦🏻‍♂️🤦🏻‍♂️🤦🏻‍♂️

Years ago I spent a week in New Jersey working. Needed gas in the rental car, pulled in to a station got out and started pumping away. A young man came running out screaming and yelling for me to get away from the pump. I explained I was from out of state and didn’t know the rules. I thought the kid was going to have a heart attack.

What you are seeing is gas fumes which are a hydrocarbon being released into our atmosphere.
In Ca & NY, gas nozles have a boot over the gas nozzle spout & all of those fumes are captured.
When the gas truck comes & delivers fuel, all of those fumes are sucked out of the underground
tank & into the truck. Back at the refinery, when the tanker truck refills all of those fumes get
sucked out of the truck & condensed back into liquid gasoline & added to the giant 1M gallon
    gasoline tanks at the refinery.

The delivery truck also has a vapor recovery connection that ties it to the receipt tank. As the gasoline flows in and the liquid level rises, the vapor in the tank gets forced up and the recovery hose connection sends it into the offloading tanker, again for recovery when he gets back to the terminal.

There is a breeze here carrying it away- if the air was still, the fumes would drop to the ground and pool. One of the features that makes gasoline such a wonderful fuel is that it has a very low flash point in comparison to other fuels- that's also what makes it so flammable and dangerous.

I been in Texas for the last 12 years and Tennessee for the 34 years before that I have never seen a boot on the gas nozzle in either state, ever. I have been to other states and seen them but not these two!!! With that being said, I have not been to every gas pump in these states but I haven’t seen any vapor boots on the ones I have used. Who cares about a 14 year old video about vapor?
I pump my own gas all the time, some with and some without the vapor recovery bs. You don't need some idiot pumping your gas for you. Whether you're smoking a cigar or a cigarette 😂 😂 the vapor dissipates too quickly, and the cherry of either is not hot enough or big enough to inflame gasoline.
