If you have that fill Valve in there already just pull up on the clear ring remove the old one and put the new one on the old tube doesn't change anything in performance just makes it easier to change.

I guess you’d have to take the fill valve back to the store and get another one. The plug of a brand new fill valve should not leak. 🫤
