Ghandis AI in civ 5 was incorrectly coded to be unable to go to war. The reletionship meter insted turned over, and he ended up declearing war in every game. Firaxis found it funny and left it in. Hence the meme of Ghandi going nuclear on your ass.
Ego Alter Actually it's been that way since the very first game.
See, Every character has a hostility value meter somewhere between 1-10. Gandhi was at one. Researching Diplomacy lowered everyone's values by two. Instead of staying at one, Gandi's meter rolled over to the computing limit of 255. Turning him into a warmongering bloodthirsty abomination more fitting in the Warhammer 40k series than the one he was in.
Firaxis has kept this glitch ever since, cause it's just too damn funny not to.

I think that the reason why he spoke English is because India is so diverse. Thanks to this diversity, it has many different official language, including Hindu, Urdu, and English (thanks British). That's probably why Gandhi is a leader that speaks multiple languages; if another Indian leader were to be chosen, it isn't that likely that they would also speak English.

There's a running joke in the Civilization games where Gandhi is really agressive, and in Civ 6 he eventually becomes "Nuke Happy."
This is based off a bug in the earlier games where his aggressiveness was coded as 1, but certain decisions would lower a Civilization's aggressiveness. Because of how coding handles numbers, instead of going to the negatives, it would loop back to the max, so Gandhi would end up nuking everyone.
The term you want is unsigned integer. There are negatives in code, however they used an unsigned int (gets rid of the negative) so they could double their upper limit of numbers, or otherwise make it more simple.

Well, he's right.
I miss the Civ 5 leader screens. They were so artistic and well thought out, there were so many interesting little details that gave you a sense of who these leaders were and what they stood for.
It was done so well that you could tell what a leader thought of himself/herself by the place they chose to meet you.
Like how the Arab guy met you in his garden, and had books right in front of him, as if he was reading just before he met you. Then there was Theodara of Byzantium who was literally just laying in her sheets as she talked to you, as if she didn't think you mattered at all, and Ramesses II, Elizabeth, or Sejong who sat in their thrones above you, and so far away from you too, as if he/she were a god, and you were just a lowly peasant. Fucking Nebuchadnezzar II of Babylon met you in his throne room, that was dark as fuck, and when you meet him, he asks if you are "another idiot sent here to waste my time," giving you a foreboding sense that this guy is not to be messed with. On the other side of the spectrum, Pedro II of Brazil, who was sitting down in front of a table in his study like he just wanted to have a peaceful across-table discussion with you; the guy treated you like an equal. Gandhi was the same way, meeting you out in front of the sea...before he nuked your capital. Montezuma on the other hand, meets you in front of his people, so that everyone can see your discussion with him, you can hear them react to your actions behind you, and there are skulls etched into the wall behind him, giving you a sense that Montezuma's diplomacy is done completely through intimidation. Genghis Khan meets you in a full suit of armor in front of his war camp, like he was planning a conquest before his meeting with you.
It's a shame Civ 6 reduces the backgrounds into just painted canvas's that you can barely even see, it downplays the character of these people, doesn't really show you who these leaders were as well as Civ 5 did.
At least the animation is better.
I really do like Civ 5 because of it's better civ leader scenes. Montemuza was genuinely intimidating, I admit. And all the leaders have much more personality, and it feels much more regal, more real than civ 6, which has graphics like a mobile game. And the scenes in Civ 5 have much more thought into detail. Isabella's backdrop is my favorite. In Civ 6, there is no backdrop, and Phillip II of Spain is so dickless I laughed when I saw his face.
And I did not see any animations, because I primarily play Civ 6 on my phone xD. I do have civ 6 on my laptop, but the graphics (with those weird manifestations of govenors) and the super low framerates (my laptop has Intel HD) makes me like Civ 5 much more.

Most of the translations are approximations. It seems like they wrote lines and the voice actors riffed off those lines but they never changed the lines in the game files.

Harald is supposed to be speaking Old Norse, which is a ancestor to the scandinavian languages, but also Icelandic. But Icelandic has changed the least out of all of them so it actually sounds like Harald speaks Icelandic. I understood everything he said (Harald has an Icelandic voice actor) and it's almost like Icelandic, we don't roll our R's as much in daily talk though.

It´s the modern translation from Alt-Hochdeutsch, which Barbarossa is speaking. Actually quite impressive that they made their research on that.

("Wie wollt ihr mich besiegen , der ich so viele Feinde in das Verderben gestürzt habe ?" would be the modern German translation )

Peter Alexeyevich isnt an oficiall way to call this leader. You should use "Peter the Great" (this isnt an praising, this was his leader name, his years of leadership was glorious for the Russian empire.) or Peter I.
Капранов Игорь I tried to use everyone's full names to avoid confusion. Often times there were multiple people with the same name, such as Catherine of Valois vs Catherine the Great, and especially between Frederick I Barbarossa vs Frederick II the Great.

So its kiiind of wrong in both since the subs don't match what he says completely but the message is still the same
The Civilization games have a history of the voice actors saying different lines than what the subtitles say. Though Civ VI mostly fixed it (with the exception of a few lines), Civ V was very bad; even the English lines were different in that game.
Is it just me or does Barbarossa totally lose track of all the places he's king of and kinda just goes "Eh, whatever, lots of places"?

Considering he was the Holy Roman Emperor, he was King of basically 50 different mini-countries.

Welsch is an outdated german word for "foreign". It was mainly used for speakers of latin based languages, like Italians and French. The name Wallonia goes back to that word, same with Wales.

Cleopatra probably would have spoken Greek to an outsider, her family was Macedonian and Greek the lingua franca of the time. She also spoke Egyptian, Latin and Aramaic.

Cleopatra shouldn't have been a leader in the first place. She wasn't even egyptian and barely slowed down the end of a civilization whose decadence started a thousand before. If we are, in favor of political correctness (more than actual equality), to put a woman in charge of a civ or nation (which unfortunately was almost never the case due to how former eras and minds worked) Firaxis should have chosed Hatshepsut. She did much more than just laying two roman leaders.
+Diego Cleopatra is probably the most well known egyptian leader. That is why they chose her.

It´s hard to say who was more powerfull but i think that they choosed Philip because Charles was king of Spain and of the Holy Roman Empire so he could have been used with Germany too. That´s why they choose Philip i think.

In Civ III (I believe, please feel free to correct me) NPC aggression was on an integer scale, where 1 was most peaceful, and 200 was most violent. The programmers started Ghandi at 1, because he was such a peaceful guy. Well when a player met an NPC under non-hostile circumstances, the NPC's aggression stat would decreased by one. However, due to a quirk in the programming, if an NPC's aggression rating went below the specified range (i.e. less than 1) it would increment back to the highest possible value, 200. So as soon as a player met Ghandi his agression would be set to maximum. The programmers thought this was funny, and kept it as a feature in subsequent games.
Just to add on to what Gilbert Thompson said; programs in general handle numbers the same way. Back when Civ III was made, programming was still in smaller bits, and could not do negative numbers. So instead, they would loop back to the max count. Basically, the program was forced to think that 200 was smaller than 0. This error happens a lot with many older programs, and it's actually why the whole Y2K scare happened.
