what are they eyes called and where can you buy them?

They are just basic bead chain eyes. Just about any large fly shop with a lot of fly tying material will have them (or any of the larger online/catalog businesses). You can also sometimes find them at craft, office, or home supply stores since the material is the same as the things they attach the pens to at the bank, though black is hard to find in non-fly-tying stores.

It's just a yellow speckled crystal chenille. Many similar products would work identically.
