In case anyone has any questions about this, let me clear a few things up. This video utilizes a modified version of the game that removes a lot of the boundaries present in the official game. The mod also adds drivable road to much of the game's otherwise non-drivable geometry, including the secret road shown here. The mod can be found in the video's description. That being said, the secret road can be reached in the official game, and in fact parts of it can even be interacted with (as demonstrated here using a wallclip ua-cam.com/video/30K7sIGCAug/v-deo.html), but the collision type for the secret route is the same as the one used for walls, so you can't actually drive on it. Further, a large portion of the road normally outside the drivable boundary of the track have no collision at all, so you'll go right through the textures if you try to interact with it while out-of-bounds. Whether or not this would have any practical purpose if it was actually drivable is unknown, but it is at least cool to see what Moonview Highway would have been like if slightly different choices were made by the developers!

Maybe Moonview Highway can show up in the BCP, and they can turn that route into an alternate route like with Kalimari Desert and Peach Gardens And Tour's version massively improved that route and fenced the road for current MH and its variants, as if its more than just part of the background

First of all no, it's not a real highway, and second, you don't even need hacks to get up there to prove that it isn't. In the unmodded game, the inbounds parts of the road are a horizontal wall, and the out of bounds parts of it have no collision whatsoever.
