Heavy armor skill does not affect your shield bash damage, because bash is based only on base shield's armor, you've linked formula and you can do tests with or without this perk, there will no be a difference
Glad to see more people bringing attention to the block skill. So many people know about the brokwn crafring and spells in this game, but getting a free knockdown for so little stamina is defo worth it. Great build.

im surprised you didnt take advantage of the targe of the blooded or whatever its called. plow through the enemy and leave them with some nasty bleed procs
There's other shields that also get some nasty bonuses, like the Dawnguard rune shield which burns nearby undead for 10 damage and hits vampires for an extra 10%, or Auriel's shield which can unleash a powerful knockback after your little rampage. There is a slightly more fun detail though, the damage scales based on the just the shield's base defense, your perks and stats don't effect it, so you aren't actually missing out on anything by not using heavy armor or a matching set. You're not doing any more damage with a matching set of fully upgraded heavy armor than you would be doing naked with the base version of the same shield. So feel free to mix and match armor to stack whatever effects you want, I personally recommend Ebony Mail and Konahrik for some nasty AoE/DoT damage.
I made a build like this... a heavy armor/shield mage. You can evolve any armor, shield, regeneration and sneak (I didn't use for the build, but done for others) in about an hour of gameplay and if you are on PC, don't even need to be around while your character is grinding stealth. Stealth is got at any city with auto-walk. All the others you just need to find a cave with some critters, get hit where you want to evolve and using a lot of healing spells. Don't need to spent a single coin to be trained
There's also been a bug for as long as I can remember on console at least where if u unsheath your weapon while sneaking and in 3rd person that let's you run full speed until you stop moving
The hardest part of every Skyrim playthrough, except stealth archer, will always be to not just play stealth archer instead.. That being said, a 'good guy' playthrough without lying, stealing anything, or lockpicking into off-limits areas is mby a close contender.

Like many others have said, I have done the Shield Charge build a couple times. Sneak Archers are extremely weak at high level, but if you do Shield Charge build you will never die or take much damage, you can exit from any combat situation, easily, and if you also perk some weapon like 1 Handed you can kill everything easily. It is an extremely OP build, if not the most OP since you can avoid almost all damage just by wearing armor and blocking. I have seen a few other people do this on Twitch and YT, so... I will say it is not really a 'secret'. There are hundreds of OP Vanilla Skyrim builds, and that is what makes the game so much fun. Skyrim is not like the "1-off story games" like Witcher 3 and Elden Ring where you can "technically create a few builds" - instead, Skyrims builds are all COMPLETELY UNIQUE PLAYSTYLES, thus... leaving Skyrim as still the 'only game in town' for 1. Multiple Races, 2. Multiple Skill Sets, 3. Multiple Play Style, 4. Life Simulator (player homes, marriage, kids, careers) games. I did this a few years ago actually, but did 100 block and conjuration and bea the campaign. After that i got 100 smithing alchemy enchanting and heavy armor. Specialized in shouts. Used the dollower glitch too. Absolute 100% tank build.

Which...with a laser beam doing 60 ticks of damage a second...is so fast the game can't keep up with the level up screen. I discovered this back before Legendary skill was a thing...and haven't played since. But It meant all my characters had pretty much level 100 alteration as soon as one could reach those laser beams.

Easier way to increase block and armor is to find some mudcrabs and stay there one hour, letting they hit you, if you get 3 or 4, goes faster!
