Are you talking about files and folders in Windows such as user generated files in Documents folder for example? If you are talking about registry keys, then you either have to replace it with a previously saved keys or in some situations rebuild the device. Some registry keys are critical to OS operations and once deleted, cannot be recovered without rebuilding the PC. You can block your domain connected users from opining the Registry Editor to prevent them from accessing it. I will do a tutorial on that later sometimes. Hope this helps.
You need to enable the Windows Previous Versions options. If that was not enable already and now you need to get a file/folder back, I hope you have backups. Otherwise it would cost a lot to do a forensic data recovery and it is not something 99% of Engineers and IT Analysts can do. It require specialized tools, equipment and labs. Some data recovery companies charges minimum $5000 USD per hard drive just to look at it. If you are planning for the future, just enable the Windows Previous Versions and that would get rid of a lot of pain down the road.
