Another reason Remote Desktop doesn't work is the network type. By default if you connect to a new network, Windows 11 sets it to Public, rather than Private. Go to "Network & internet" -> WiFi -> properties and change if necessary

Thankyou, this helped me with backing up some pc's of family members, before reinstalling/upgrading windows to a newer version. without having to sit in their rooms all the time. and could just easily do it from behind my own computer.
So if i am remotely connected to another windows 11 or 10 PC and viewing their desktop, that means i will be viewing their desktop and they too can be seeng their desktop as well with me without any interruptions?

This is not a good tutorial, you will only be able to connect to a Windows PC that is on the same local network as you are, since you told everyone to use a local IPv4 address.
For it to be a good guide I would expect to also have an explanation for options like using Network Level Authentication or enabling Remote Desktop via WebSockets

I was hoping I could access his Windows 7 recovery application remotely to see exactly what he would need to do to restore his computer to factory-shipped condition. His machine's a laptop, and you know how laptop manufacturers all have their machines perform the same tasks via different means. His OS is a damned mess, and he's not exactly computer literate, so I figure easiest for him would be to restore the machine to its original state. THEN I can teach him not to screw it up THIS time.
This is not remote desktop. You have to be on the same network for this to work. Remote desktop allows you to remotely connect ANY desktop.

Just a tip - you don't have to say 'Windows 11 operating system' every SINGLE time! 'Windows' is enough.
NOTE: if your login is with a PIN... your remote desktop login is your email and password used to sign into your microsoft account. ⚠

You still would have to go into those computers and physically enable remote desktop
