So: a dark/gloomy/fantasy cartoon from the 90s - 80s (probably beginning of 90s). The cartoon was available on Cartoon Network, at the time. !!!! She wasn't the main character, but there was a mermaid trapped in a tank of water (I think somewhere in a cave, or underground), held hostage by some weird creature. The mermaid had stars covering her breasts. On the surface, above, there was a guy (a hero/prince of some kind or something), with some fantasy creatures as friends. I think he had blond hair. I also remember a magical tree and something in the sky - a sky-ship or something, on which there was another fantasy creature, I think an antagonist. The air of the show somehow resembles the Pirates of the Dark Water! And it was really unpopular, gloomy and dark, with a lot of fantasy.

Later in the series the bad guys established a base on the dark side of the moon from where they were launching meteors towards earth with a hi-tech cannon.
