What settings/mods are you using to get that low of FPS? I'm running a FX 6300 + GTX 970 and with my 220K population metropolis I never go below 13ish with max zoom and max settings and my mods (which include Dynamic Resolution at 200%, several graphical enhancement mods, and several hundred assets + custom buildings) , and here both CPUs are in the 5s and 10s for most of the test.
I just sent back my I7 6700k with the warranty due to the vulnerability ,and Im looking now at the CPUs to what to use. By looking at this video probably everything is crap for this game. Got a AMD 955 right now I just found lying around, after having my city 3 areas big it started to lag.
I'm not sure it's possibke to get a less relevant comparison than this. You mean to establish that core don't make a difference past 4 in Cities skyline, but you compare 2 cpu's of different brands with different base speed. Ever heard of the scientific method? I'm suspecting that even the graphic settings in both game are not even the same due to the huge difference in colors on each sides towards the end. I'll never get those 3:15 back.
Graphics settings were identical. Both CPUs were overclocked to their max stable speed to showcase the best performance each one could provide. Matching the clock speeds would not be representative of how people would use the products. The aim was not to establish anything in particular, just to compare 2 different CPUs. If you look at the summary video you can see I concluded the Ryzen performed better, due to it's 2.5X performance boost in simulation speed.

Dunno if grab a cheap 6700K / 7700K since 8700K already come out and call it a day. Or sell everything and go for 1700 + downclock RAM to 3200Mhz.
Your best bet is probably to wait and get an 8700k. That will be the best all round CPU for this game. You get the FPS advantage from the Intel IPC and the new coffee ones have 6c12t like Ryzen 1600 so will be close in sim speed.
Actually no, the 1700X is the upgrade, unfortunately it made the FPS worse but it did double my simulation speed which was slowed to a crawl on the i5.
that's difference. Not just fps, at 2:00 I can see the cars move faster on ryzen than i5, it's like 3x simulation speed still working

i have 9 year old xeon (i7 950) with gtx 1060 and i get over 20-40fps in my 260k popu city with some mods
most likely he is using a very CPU intensive mod(rush hour+TM:PE maybe?) plus he mostly likely at the very least uses 2000 assets

I have an i7 4790k 4ghz.. with ddr3... do you think updarding to something like an i7-8700K with ddr4 would be worth the upgrade for the game?

Just go Ryzen, you will have updates on the AM4 mobo all the way to 2020. Intel is just a mess.
