Homelessness / drug addiction is not an easy fix, mental institutions and prisons are at full capacity and costly. Drug cartels had succeeded in being the only ones to benefit from the sale of narcotics and now the mega millionaires, however our legal system is limited, and cannot prosecute or conduct investigations due to constitutional rights of unlawful search and seizures. Government is overwhelmed and cannot stop the smuggling of drugs to America. Americans like to feel good and cannot tolerate pain, consequently wishing to get high all the time. USA is a high-pressure society, not everyone has the self-assurance to pursue their dream and fail, resulting in criminal activities, mental illness, or drug addiction. Unfortunately, overdoses or poor health is one of the ways of shrinking their existence, it's sad, but it is the truth.

This is useless litigation. EVERY large metropolitan city has at least one, if not more than one, area that is used as a containment zone. Otherwise, they would not be able to put police, social services, and other resources where they're most needed. Supportive housing is the first place they send the homeless when they're trying to get them indoors, but has anyone in the administration actually thought about how those places are being run? The most visible and troubled part of the homeless population in SF would and does refuse housing if it means having to live under draconian, hypocritical, and condescending building management. The PMCs break the law, the fair housing act, the disability act, left and right, but no one does anything to stop them. Last: ending homelessness in SF is a pipe dream if you don't stop other cities from giving THEIR homeless open ended bus tickets to SF, LA, Seattle, and Portland.
