Would this issue cause the transmission to shift funny from 1st to 2nd gear if the linkage isn't adjusted correctly

Possibly. If it's a hard shift it may be fluid or service needed. Here's the good news.......it's easy to access the tranny end of the cable and take a look at the bushing. If it shows cracked, missing parts, or totally missing then absolutely it would need a new bushing.
