I have had this happen before and it is not a bug. This only happens while you are actively listening to the classical radio station, as your character becomes frustrated and refuses to leave in a act of defiance until the radio is changed or turned off.
T.Howard when he said that was referring to the gameplay set up of Skyrim, wherein the skills you use the most contribute to how your character is built. So the more you use an archer, the more the archery skill gets better. It was a better system then Morrowind and Oblivion and other past Elder Scrolls games had problems with their systems, wherein it was difficult at times to raise a character. And he was right - the new leveling and skill training system "just works". It did not ever refer to everything about Bethesda games...

I.e., train the archery skill, you get better at archery. As oppose to Morrowind and Oblivion where you trained archery just to raise your agility and not because you wanted to raise that skill... I'm playing through Morrowind right now, and its another to have to go to a trainer to manipulate the leveling system so I can max-stat my character and get 5x agility per level. I can't even sleep right now in-game because of it. It was a problem that needed fixing, it was fixed in Skyrim and a new system "that just works" was put in place. Aside from a few unbalancing issues with archery and alchemy being OP, you can build any character. Thats better then before. As much as I love Morrowind, the flexibility in Skyrim is great. I got halfway through my last Skyrim game and switched from physical to magical damage, it was easier (though I had some level issue as I did it at level 25 and enemies were tough and my magic weak). *Shrugs* I don't know what else to say. I'd been playing Elder Scrolls games since Morrowind, and theres was just a big improvement with Skyrim.
A quick fix I have for this is trying a power armor exit trick. When in power armor use nothing but the bare hands (or bare power armor hands in this case), do the block action, hold the button to exit your power armor while turning in the opposite direction of where you want to go. You will exit your armor and end up through a wall of your choice if done correctly. This is also an easier way of getting the Quantum X-01 power armor instead of going and finding the star cores. Yes this works even after the next gen update.

Skyrim overhauled the system for leveling and skill training from Morrowind and Oblivion, making a new system that "just worked". The more you use archery, the stronger that skill got. It meant you no longer had to waste time leveling skills you didn't want to use, a big issue of the last two games had before it.
@@DerZocker2000000 there's a mod to re-enable console commands for hard core. It helps a great deal when your other mods make the game unstable or you're dealing with original recipe Bethesda jank.
More I play this game the more flaws seem to come out I'm like a level 75 right now and the game takes forever to load and I'm going through a hole. Of About a Week where my game wasn't loading right it kept saying my data was corrupted I was having to go back to previous quick saves just to play luckily I have lost my whole character yet but it seems like it's about to f****** crash on me this happened to be on a metal gear solid game I played it for a long time and all of a sudden the servers crashed and all my game data was lost you got to start all over
Clearly a modded playthrough, so just download the cheat terminal and teleport out that junt. Ive been downloading mods to get passed the bugs lmao. Im gonna have a whole ass new game by the time I get it to run for longer than 2 hours without freezing

No frame rate limit maybe? Setting it higher than 30 or 60, can't remember which, doesn't let your character jump or move vertically much, on pc.

open commands and type tcl it will disable collision
simple fix
press "~" then type tcl in the dev console you'll turn off collision. after you're done retype tcl then it'll re enable collision
