That was intentional of that scene. Aemond was belittling him and making him feel so small. He’s not trusted to plan a war, and why should he? He has no discipline in learning a language his younger brother and older sister have mastered. I think it was Aemond getting back at him for what he did at the brothel.

there's more to it, but that's pretty much exactly why he can't speak it well.
the other characters all speak High Valyrian fluently with little difficulty. they were all either tutored by their parents, like Daemon and Rhaenyra (and we even get scenes of them teaching their own kids how to speak it as well) or put serious effort into learning it, like in the case of Aemond.
additionally, in those same scenes where Rhaenyra and Daemon are teaching their children how to speak High Valyrian, they put great emphasis on pronunciation and stress so it's evident that those are huge parts of this particular language.
it's safe to assume that Alicent's children did not get much attention from Viserys, Daemon or Rhaenyra, so there was no one to teach them how to speak High Valyrian as well as the other Targaryens do.
Aegon only learned enough to command his dragon and picked up some from formal lessons and just generally being around those who spoke the language, hence why he can understand it pretty well but can't speak it as effortlessly. Aemond, on the other hand, taught himself how to speak it well.
it's supposed to emphasize how Aegon truly did not ever want nor imagine himself on the Throne, so he put no effort to prepare himself for the role, as well as the fact that his ties with the Targaryen side of his family is relatively weak.
unlike him, Aemond was always discontent with his status as the second son and so worked hard to prove himself to everyone as something more than just that. he's also idolized Daemon as someone he wants to both become and beat, so he goes to great lengths to be more like him and the rest of the Targaryens. it might have even been a part of his efforts to bond with a dragon when he was young.

Yes. It really shows which one of the brothers cared about his lessons that would help him rule one day and which one cared more about partying.

Human-to-Human High Valyrian is very thin on the ground. It doesn't happen often, it's not universal. And when it does, it's usually for a very specific reason - usually a storytelling one.
The only HV conversation we have in Series 01 which isn't Rhaenyra and Daemon (and even they stop after they marry), is when a Dragonkeeper is involved. Such as when one reports the theft of Baelon's egg to Viserys, and then when Daemon returns from collecting a dragon egg clutch in Episode 08. And then we have ceremonial HV, used at weddings and funerals.
All other HV (and do tell me if I'm wrong) is from a person to a dragon.

At this point in the timeline there wouldn’t have been any other Targaryen King in history that didn’t speak High Valyrian fluently.
It certainly speaks to the integrity of Aegon as a king that he can barely string a sentence together.
Also adds to the overall mysticism and majesty of Targaryen’s as kings further cementing their claim to monarchy.

No it does make sense, this was set up in the first season already. There was a scene between Alicent and teenage Aegon with her pressing an unwilling Aegon to study Valyrian. After Aemond spoke Valyrian to Aegon at the council, just before Aegon opened his mouth to answer, I anticipated this situation because of just this setup in season 1, I don't think he even understood everything Aemond said, which Aemond knew and used this to get back at his brother for the previous episode at the whorehouse.. a power play

Conversational Valyrian is different to dragon commands. It is showing Aemond's study over Aegon's lack. As well as also showing the control of the situation/the council = the control of the language. I thought it was very neat for the storytelling.

One thing I don’t get, if anyone could clarify.
Idk why everyone’s saying he is bad at High Valyrian. He Clearly understood what Aemond said. Idk this reminds me of my own mother tounge, I can understand, I struggled to speak like Aegon, not because idk how to speak, I know the words, I just struggled with the pronunciation and accent. And sometimes it’s also not so easy to look up for certain words in that specific language.

You can learn commands without learning a complete language.
Becoming fluent would have required that he gave a shit about his family history, and actual studying.
Just like he snatched his kid out of class so he could… disrupt a council meeting?… Aegon was probably not very studious himself.

As with any language you understand before you can speak. He isn't as fluent in High Valyrian or as he should be given he is King. Aegon is showing him up

Just because you love your dragon doesn’t mean you’re automatically good at Valyrian. The two things aren’t mutually inclusive. My dad loved my Brazilian mother but his Portuguese was jack shit no matter how much he tried to learn

There’s a behind the scenes video talking about this very scene, stating that Aegon & Aemond learned High Valyrian as kids. Aegon didn’t take it as seriously and therefore struggles with it more, hence why he says it slowly and it still doesn’t quite make sense lol

Yeah, from every interaction between riders and their dragons in both shows, dragons and their riders tend to be able to communicate through emotions and their bonded souls rather than straight up have full conversations with each other. So it makes sense Aegon only study and uses Valyrian the bare minimum he needs to in order to give his dragon more direct commands.

Aegon had been shown over and over again to be a terrible student, person, and ruler.
He lacks self-control, self-confidence (not bravado), discipline, and respect.
He is pretentious, indulgent, and dripping with entitlement.
All of these things add up to a man-child who never took his education seriously and always did the bare minimum needed to get by.

Aegon being terrible at Valyrian does not make any sense and feels forced.
...the things that don't make any sense to some people...
Rather than being a valid criticism, a lot of these "x doesn't make any sense" posts are just telling on yourselves...
He loved Sunfyre so much it was pretty much an addiction. Having him be terrible at Valyrian makes no sense when he spends so much time with his dragon.
You think Sunfyre might be fluent in High Valyrian? Or maybe just know a few words and phrases? 🤔
Do you think your dog understands English because you love him/her and spend a lot of time with them?
