Not allowing civilians to arm themselves as they wish is effectively disarming those who would form a militia, lowering the effectiveness and efficiency of the militia.

Israel has standardized on semi-auto-only rifles for their front line "door kicker" troops. Full auto is available on vehicle mounted weapons and light/medium/heavy machineguns, but these are not used for urban "room clearing" combat very often. A *lot* of the fighting Israel does is classified as urban warfare, including the ongoing mess in Gaza. They're going to particularly great lengths to minimize bystander casualties. They're also operating as small units on foot and therefore try to maximize the fighting capability of every bullet carried and fired in case a small unit or even individual soldier gets cut off and has to hold tight for rescue. Their success with semi-auto rifle fire has to be acknowledged.
