The first tokusatsu show to be considered a "Sentai" and more specifically the first Super Sentai show was obviously Goranger, that's pretty obvious. But if you really want to look at the birth of Sentai as a concept, then you gotta look into not live-action toku shows, but into anime, and more specifically Tatsunoko's Gatchaman. Gatchaman was the real birth of Super Sentai as a premise for a TV show.
Actually you may also want to look at Shotaro Ishunomori's 1964 manga Cyborg 009, which clearly was also a base for the sentai's concept (while his other manga Skullman would serve as a base for Kamen Rider's concept).

I dont think rights was the reason. Since Toei and Ishinomori were making Kamen Rider Black/RX together at the same time Liveman and Turboranger were airing. More likely it was just cause Toei loves the promotion that anniversaries give them. So by labeling Liveman as the 10th anniversary they got to milk the 10th anniversary again.

I would also suspect that rights issues probably was the reason why Battle Fever J was at the first Super Sentai series for a while as well. That said I'm just glad that GoRanger and JAKQ is now part of the franchise and was originally planned to be the first two Super Sentai series.

Some shows was redubbed or subbed in other territory so it had new audiences and the toy sales sold better in other reqion

I think they were referring to the fact that, despite celebrating the 45th anniversary of Gorenger, Zenkaiger actually started 46 years after Gorenger aired. That actually isn't just due to Gorenger running for 2 years, though, it's due to Super Sentai taking a break in 1978 (between JAKQ and Battle Fever). Under normal circumstances, Gorenger running for 2 years would have actually solved this problem - if Gorenger ran for 2 years and then there was no break in 1978, then the 45th series would start on the 45th anniversary year. You can see this exemplified with Heisei Kamen Rider - Decade was the 10th Heisei Rider and most people call it an anniversary series, but it in fact aired only 9 years after Kuuga.

I’ve been wondering about the Zyuranger episode of Akibaranger where powerful ranger is the Original, Sentai is a rip off and pre Gao series don’t exist, Shouldn’t Goranger and Jakq still exist as 2 of Shotaro’s Forgotten Work outside Kamen Rider since they weren’t officiall Sentai until Ohranger?

First sentai is technically Cyborg 009, also by Shotaro Ishinomori. Gatchaman would also count as it was 72
