Pain is definitely a mid S, and Lee cannot pass over B (he was totally abandoned during shippuden) and Naruto with Sasuke deserve the S rank they have so much great moments, development,... (unlike Amado)
Shikamaru no higher than A. still a good character though. Choji D tier. Just your average Fat guy in an anime that has supposedly big bones. Nothing interesting about him. Sakura B or C tier. People hate on her too much, she has her moments and feats too. Ppl hate on her because she is competing with 2 demi-gods.
