Hello, you take down and change the Oil Filter before changing the engine Oil? Why don’t you do the opposite? Thx a lot !

it doesn't matter, you can drain the oil first then the filter or vice versa

When you remove the oil filter more oil goes into the sump pan on most cars is best practice to do filter first , if not just don't refit the sump plug untill you remove oil filter you get more dirty oil out that way
