What you stated about Japanese games losing their way during the Persona part is so true. Japanese game devs (and sadly anime and other J entertainment industries) are trying hard to cater to some mythical "global standard" and gross Western "sensibilities" now (see SQENIX's 'ethics' department) because they can't indefinitely grow in the Japanese market...but they don't realize that they were growing and killing it just fine in the global markets doing what they were doing. JP games/anime etc got so insanely popular for a few decades precisely because they were Japanese and doing their own unique thing, not catering to some global audience, and the suits at the top (probably with MBAs from American universities) need to realize this before it's too late and they fail hard. The best option would be for all these companies to fire their stupid suits at the top and promote the plaid shirt wearing otakus in the engineering and design departments to managerial positions - this is exactly what Fromsoftware did with Miyazaki, and it has worked wildly well for them.
Alright hoping for dark souls to come edit: assassin's creed black flag has one of the best stories you can play if you like story based games underrated gem
They put some real thought into the best way to force you to constantly be in the fight and use all your weapons and equipment in Doom Eternal. Its one of the few games where I wanted to beat it on its hardest difficulty because it was just so fun and rewarding. Fantastic game, along with many others from this list!
