I would check with your City, this varies a lot from town to town. In Phoenix, I built a 198SF one 14ft tall(W/ no utilities). Where as in Prescott, I was allowed a 400SF one. If you put in utilities as in this video, you will definitely need permits. But of course it will depend on your neighbors. My neighbor called the city the day I brought in my first 2x4.
We are seriously considering doing this in AZ for our office as well! Our only concerns are the AZ heat in the summer and having our computers/tv left in there. Any input?

10x12 without electricity or water does not usually need a permit as long as it is the required distance from property lines
