I wonder if part of the reason there isn’t a lot of those numbers too as players tend to wear the same number or their favorite player growing up.

The rule on numbers has been changing glacially since I was in high school. Back then, the home team wore white jerseys with even numbers. The first change was to allow players to wear the same number on both jerseys. Then the officials slowly realized that numbers 00,0,1, and 2 could be communicated to the scorer. The new (old) rule simply recognizes that officials can use both hands to signal the scorer.
The other factor is that players typically do not change numbers so that only freshman would probably choose the newly available numbers.
