Do you think there's a gem out there with a Kyrptonite core? Like there's no way that Rubies and Amethyst can wage war with Kryptonians so they would have to make a Gem to specifically counter them.
They picked Garnet because she's the most popular of the Gems, but when it comes to special moves she doesn't really have much to work with, so they basically made all of them up. I think they could have done a lot more with Pearl's holo-projector or Amethyst's shapeshifting.

If you're referring to those electricity-ball things, I'm pretty sure she's always been shown to be able to manipulate electricity (mixing Ruby's pyrokinesis with Sapphire's cryokinesis) and she's used this to shoot an electric charge out of her gauntlets if I remember correctly (when the gems save peridot and Steven in "when it rains" I think) seems like some version of that
