That is a Oil Bath air cleaner, with the wire mesh missing. The missing cap is the Trans. oil fill. Those earlier Cat Diesels have a Oil Pressure block in the governor and will not let the throttle rack move until pressure builds. Crank engine with compression off until oil press. builds then see if it moves.

Looking good Scott. I'm not a heavy equipment mechanic either. I learn as i go. So I'll be watching and learning as you continue on this one. I'm looking for a skid steer project to buy and fix up. I need it for my garage driveway project then sell when I'm done. You have to have a reason beyond views for buying one of these... it can't be HOA friendly. 😂
Fun watching you prepare to get it running....and I think it will fire up without too much trouble.......however....getting it running is quite different from trying to use it. I'm afraid if you try to actually use it, it will become a giant money pit.
