If you want to gain ribbons just participate in the events, drill meets and etc. To improve drill I recommend getting the cadet drill manual and studying the different chapters then ask your cadet officers and petty officer if you could drill cadets. And finally gaining rank u must go through the proper way to get promoted in your unit. In my unit we had to get a promotion sheet and get signatures to prove that I met the requirements. Now if your unit dont use promotion sheets then just do the first few things i said then you should definitely get promoted. Now this is all I could really help you with. I highly recommend asking the cadets above you these questions as well. If they are good leaders they would definitely help you reach your goals. Thank you for the great question.
