The steam train is so good and lots of freshness into the passengers train. Fortunately, the steam whistles are beautiful sound just like the other steam trains.

Probably because they don't need them to be as intimidating. From what I understand, Japan's railroads' don't have as many grade/level crossings, and with how intensive commuter trains are run there (and the fact that all the platforms are elevated), passengers instinctively stand well back from the platform. Japanese horns for trains seem to merely alert their presence and immediate approach instead of their looming approach. Think "Okay, I'm here," vs. "I'm coming, get out of the way!" The horns don't need to be as commanding there as they need to be on railroads like those in North America
