It does seem that way with Nick ascending at the end. Foggy Jack is an interesting choice though for an antagonist if Nick is trying to redeem his own sins. I would almost think Nick was Foggy Jack if there wasn’t so much evidence for Foggy Jack being Uncle Jack.
I actually like to think it might of been a test of some sort to see if he can return to the living proving that he can change but I do believe the he's dead and he's moving on is a more solid theory than mine

Personally I thought he was only temporary dead until he is brought back to life at the end. Either by doctors, or got electrocuted again and it jumpstarts his heart

I wanted to believe that he was alive and just dreaming but at the end you see another version of him in a bathtub the same way he was in at his home.

It could be both. It also seems to fit in with Verloc’s permanent solution with it being all or nothing.

My point of view was that the dlc happened before he took a bath, but that would be one of many dark endings to someones story in this game
If the events of this game never happened then there's no reason to play it.
