The real life history king Canute actually made a very similar speech which is pretty well documented, and this scene is a reference to it. The only difference between the two is the philosophy he attempts to demonstrate with it.
Canute basically said that before he builds a paradise he needs to change the people. He’s slowly changing the Vikings by implementing new rules like no duelling and no pillaging. And avoiding wars. This leaves thorkell super pissed off as you could see in episode 5. Both cNute and thorfinn want the same
