Would you say youtube ads is a good place to run for local business ? Like HVAC, Roofing, etc.. ?

Only if you're not looking for a trackable discernible ROI. It’s going to be hard to track how many new customers come from UA-cam ads, also what the lifetime value of those customers would be.
For those reasons I would say running YT ads, in that case, should not be a primary ad strategy, but nonetheless running shorts, shop introductory videos, montages, etc.. is a great way to stay top of mind and spike interest for new visitors.
