Yeah probably, I don’t see any way Russia would give them up ever since Putin added in the constitution that Russia can’t give up land. Japan will probably just give up on its claims one day in exchange for a bunch of free or discounted oil and gas.

Russia just beat all of nato twice in Ukraine and Syria, Japan couldn’t touch those islands they are lucky Putin let’s japan complain about it
