Not in the military, but as far as I've read, that's exactly what the sniper is expecting. Even is he *was* shooting to kill and not to wound, any brave (and foolish) friend of an already downed soldier would become the next target the moment they ran out of cover, since to reach both of the downed ones in that particular scenario would require them to run into the open. I'm pretty sure military doctrine states that unless the one hit falls into cover by chance, one shouldn't move to get them until the sniper is dealt with, because you become his next meal otherwise. Next thing you know, there are two or more wounded/dead in the open, the first target and those who tried to play hero and help him.
I mean, there's a lot of inaccuracies in this movie. But that isn't one of them. The general rule or thumb is - "stop the killing, then stop the dying". Only once you know the area is secured enough, then should medical aid be rendered. Otherwise you're just going to have far more casualties. Source: Personal experience. 12 year army vet. Not US though.
My favorite part is when the high speed guys were insta killed when the magic bullets went through their plates because body armor doesn't stop bullets when you don't have plot armor.
my mostly uneducated guess is that the rifle the bad guy was firing would be some kind of 7.62. many variants of which will pretty much ignore almost any wearable body armor

Also a quick google shows that it’s quite plausible that a round fired from that rifle could penetrate level four plates. The enemy sniper's tactics bother me. Like, he rotates between windows but you don't have to pop half of your body out of it to shoot - you're just exposing yourself more if you do that. Also, Chris really fucked up here. Like, they could have driven closer or waited until they confirmed the sniper's position, then hammer that building and turn it into dust with the Browning.
