so how do you decide when something is neutral, masculine, or feminine? for example, why is skirt masculine?
That's a bit complicated in German. Normally you would use 'der' for masculine things, 'die' for feminine things and 'das' for neutral items but there are a lot of words where it's different so you kinda just have to learn it for every 'unnormal' word

Is there any contraption how to remember word articles?

Perfectly said :) It is very formal since you used "Sie", that's very polite. If you want to be a bit more casual you can say "du" :)

The only word I learned from this is schal and that's only because it's called the same in Croatian but only we write it differently (šal)
In Swedish we use compound words (I believe that's what it's called). So, in Swedish, denim jacket would be called "jeansjacka", or rather "jeans-jacka". Now, I've had German classes in school, where I was told you used compound words in German as well. According to this, denim jacket would be called "Jeans-jacke" (or Jeans-Jacke). This is only a thought, I don't doubt that you're right, but I'm just wondering. I'm even quite sure I'm wrong. So please, educate me :P

You have To learn everyone
There is no rule or something. You just have to learn what it is for every word. And there are also words in german which can be masculine AND feminine/neutral. But for native speakers it is not hard to say if a word is wether masculine, feminine or neutral.
