Funny enough I managed to stabilize it first try. My reputation was almost empty but after I negotiated a peace treaty the rebels left and the region was full green. (Course I only got one star)

Plus you can see in the news on the left of the screen in game that in 2003 the UN calls on Iraq to disarm, though it doesn't say that you're not in Iraq. Doesn't always shows up if i'm not mistaken. But yeah it's similar to Iraq, i personally don't find a lot of differences.

i like economist - huge budget headstart (by around 30 $ more) with ability to reduce inflation twice. even if she gets her budget only every year, she is a good governor. this mechanic kinda encourages u to actually plan ahead with your funds
I agree that it's difficult, I often play Mega-Brutal and typically the turning point when my reputation starts increasing is when I'm at about 50 reputation, and in this map it could be as low as 20-30
