He is getting close to Mihawk's level. It is implied that the best sword users have conqueror's haki which is why their blades are black. Zoro just unlocked this and while still inferior to Mihawk he should be stronger than Kidd who got one shot by Shanks. He isn't far away from his goal and neither is Luffy.
