It might be a matter of power and accuracy. Still for the average mudfeet burst fire or full auto is probably better than semi auto for its suppressive powers. You gotta be able to see the enemy to properly aim a single shot

Also, I also keep that the Praetorians are very good shots (which I think is closer to canon as it is said their training is very perfectionist and draconian).
The Laslock needs more recognition, it's actually a very powerful Las-weapon, sure you have to reload it after every shot, but if a Lasgun can damage the joints of space marine's power armor imagine what a Laslock can do.
It usually takes a lot of hits before getting damage with regular lasguns like the Kantrael. I'd imagine 10 laslock shots hitting the head of an SM at the same time would be able to pierce through it

A cannon may fall under that same law if its an original production making it an heirloom. Stabbing the last man to death may be pretty tricky in a majority of the US since self defense laws are still pretty weak, but in the right part of Texas or Florida you could probably slide even that by a Judge or DA.
